  1. VSCode 1.103.1 - RooCode 3.25.17 - Ollama 0.11.5

  2. Power Steering feature turned OFF

  3. Custom Mode: Orchestrator - Similar to built-in but tuned

  4. Custom Mode: Query-Documenter - With instructions in .roomodes as well as two other rules markdown files.

  5. From custom Orchestrator mode, have it call Query-Documenter with simple instructions to document a single file.

  6. After Mode switch and first complete API requests cancel the operation

  7. Export the Task History (File A)

  8. Terminate and return to Orchestrator

  9. Power Steering feature turned ON

  10. From custom Orchestrator mode, have it call Query-Documenter with simple instructions to document a single file.

File A from above enumerates the name of the Current Mode to the LLM, but none of the instructions or rules inside of the tag <environment_details>.

File B from above includes all Mode Instructions and Rules.

I expected that regardless of Power Steering, that Roo-Code would always include the Mode Instructions and Rules in the very first prompt to the LLM. Otherwise the LLM has no idea what is expected of the Mode.
