I'm exploring a potential fix for the checkpoint restore functionality and will open a PR to share progress.

Opened a PR with my attempt at addressing this issue: #8564

The fix ensures that the checkpoint restore popover works even when the portal container element is not immediately available in the DOM. This was achieved by:

1. Enhancing the useRooPortal hook to use a MutationObserver to detect when the portal element is dynamically added
2. Adding a fallback to undefined when the portal container is null in CheckpointMenu

Most CI checks are passing. The Windows test failure appears to be unrelated to these changes. Feedback welcome!
