When checking the "Always Allow" box, I get the error "MCP error -32000: Connection closed."

I work with MCP servers to connect to external resources. I was importing test cases into TFS. During the import, I saw the "Always Allow" checkbox, clicked it, and got the error:
Error executing MCP tool:
MCP error -32000: Connection closed
This issue was reproducible every time I clicked "Always Allow."

I've opened PR #8599 with a fix for this issue: #8599

The fix adds proper connection state validation before attempting to fetch the tools list when toggling the "Always Allow" setting. This prevents the "Connection closed" error from occurring and ensures the configuration is still updated even if the server is temporarily disconnected.

All CI checks have passed successfully. The implementation has been reviewed with 92% confidence and no security issues or breaking changes were identified.
