[BUG] Chat force-scrolls to bottom when Roo Code bot sends messages

Problem (one or two sentences)

When Roo Code sends messages, the chat automatically scrolls to the bottom. I can’t read or scroll through previous messages because every new response snaps the chat view down again.

Context (who is affected and when)

While the bot is responding, I can’t manually scroll up to review previous parts of the conversation — the view keeps jumping to the newest message.

Reproduction steps

1. Start a long conversation with the bot
2. Try to scroll up while the bot is replying
3. The chat immediately jumps back to the bottom each time the bot sends a new message

Expected result

I should be able to scroll freely and read older messages even while Roo Code is generating or sending replies. The same as ChatGPT or other AI web tools.

Actual result

The chat keeps auto-scrolling to the newest message, making it impossible to read or copy earlier parts of the conversation until the bot fully stops responding.

I'm exploring a potential fix for this auto-scroll issue and will open a PR to share progress. The goal is to allow free scrolling while Roo Code is generating responses, similar to other AI chat interfaces.

I've opened PR #8614 with a fix for this auto-scroll issue. The solution allows free scrolling while Roo Code is generating responses by:

• Only auto-scrolling if you were already at the bottom before new messages arrive
• Detecting any manual scroll action (not just scrolling up) to disable auto-scroll
• Re-enabling auto-scroll when you manually scroll back to the bottom
• Adding touch support for mobile devices

The PR is currently going through CI checks. Feedback welcome!
