[BUG] History of tasks disappear after Dev Container is rebuild.

When working in Dev Container and rebuild it, history of tasks disappear or sometimes history looks like it there, but disappear after you click on task.

1. Create a task in Dev Container.
2. Rebuild Dev Container.
3. Try to access this task.

I'm exploring a potential fix for the Dev Container history persistence issue and will open a PR to share progress.

I've opened PR #8682 with an attempt at addressing this issue: #8682

The implementation includes:

• Automatic Dev Container detection through multiple methods
• Smart storage path selection to use persistent mount points
• User notifications with configuration options
• Comprehensive test coverage

Note: Some CI checks are currently failing on Windows platform tests. The core functionality for Linux-based Dev Containers should work as expected. The maintainers may need to adjust the Windows-specific test expectations.
