[ENHANCEMENT] Move Import/Export to Modes view toolbar (next to "Create new mode")

Problem / Value

Import and Export Mode are positioned far down the page, causing extra scrolling/hand travel for a frequent action. Placing them in the top toolbar makes them quick to access and easier to discover.

Context

This change targets the Modes view. Add Import and Export as icon buttons in the top-right toolbar, immediately to the right of the "Create new mode" (+) button. Remove the bottom-area buttons. Keep the tooltips "Export Mode" and "Import Mode," and continue using the current upload/download icons.

Constraints/Preferences

• Keep the toolbar lightweight and consistent with current icons.
• Ensure buttons are keyboard-focusable and preserve existing dialogs/behavior.
