Fix inconsistencies in markdown file i18n

Standardizes language link formatting in markdown files for consistent internationalization across all supported languages.

• Markdown Structure:
  • Wraps language links in CODE_OF_CONDUCT.md, CONTRIBUTING.md, and README.md with <div align="center"><sub>...</sub></div> for better alignment and readability.
  • Adds missing language links for Bahasa Indonesia and 日本語 in CODE_OF_CONDUCT.md and CONTRIBUTING.md.
• Localization:
  • Updates language links in localized CODE_OF_CONDUCT.md and CONTRIBUTING.md files for ca, de, es, fr, hi, id, it, ja, ko, nl, pl, pt-BR, ru, tr, vi, zh-CN, and zh-TW to match the new structure.
  • Ensures all localized files have consistent language link formatting and include all available translations.
