Common Format for Deliberation Examples

1. Use the .ruleml file extension, except when embedding in another format
2. Include an xml-model PI with absolute IRI to an RNC schema (anchor or myng-code)
3. Include a schemaLocation with absolute IRI to an XSD schema when possible
4. Annotate for "syntactic examples" versus "meaningful applications"
