Update CI

ChangeLog:

	* .github/workflows/ccpp.yml: Remove
	ACTIONS_ALLOW_USE_UNSECURE_NODE_VERSION and update some jobs
	from ubuntu-22.04 to ubuntu-24.04.
	* .github/workflows/ccpp32alpine.yml: Likewise.
