riscv: Respect dependencies of ARCH_HAS_ELF_CORE_EFLAGS

This kconfig symbol has dependencies and is only selectable if those
dependencies are also enabled.

Respect the dependencies.

Fixes the following warning when configuring an 'allnoconfig':
