Implement `rand::Distribution for Array`

See Distribution. This would let users more easily create random Arrays.

rand now depends on chacha20: rust-random/rand#1642

So we can't make any crate which is a dependency of chacha20 depend on rand, which includes hybrid-array.

How about arbitrary instead?

I think that's the best we can do on this side. Maybe open an issue on https://github.com/rust-random/rand about rand::Distribution? Though it seems a little weird to me to do it that way
