Feat: Husky and commitlint implementation

I want to contribute the project by adding to libraries Husky and Commitlint to the project.

Husky helps to run and validate the pre commit and linting strategy at the time of commit.
Commitlint is a linting package to lint and test whether the message added by the contributor is up to the project standard or not.
