Location filter should include municipalities and towns

Currently location filtering is limited to the provincial level. A nice feature would be that it's possible to further narrow the search by municipality and even town.

I suggest that implementation starts with broader filters and then becomes more specific - i.e. first district municipality, then local municipality if there are still too many search results to be useful. And finally towns
