Improve input validation for progress calculators #70
Description
The validation rules for progress calculators don't have an effect on a user's ability to submit projects. It may be better to include this, however it could lead to the situation where a user can't submit a project because of a hard-to-find validation problem.
This likely applies to the other calculator as well
