Add missing transport TR 900518.M19 for Packaging Element Report (V6.0.6)

Included the missing transport TR 900518.M19 as part of Version 6.0.6.
This transport contains the adjustments for the Packaging Element Report from Material Classification, adding support for the new attributes isExpanded and Functions. The TR can be ignored if this functionality is not required.
