[enhancement] Centralize management of configuration files

Centralized management of configuration files, with consideration for changing the file format if necessary

為什麼？ Why?

目前的配置文件亂成一團，分散在多個文件內，server_id 還跟 GUILD_ID 的值一樣...
(日後重寫 app.py 可省略)
exclude_point 可改成亦可透過鍵值軟連結，以提高辨識度

The current configuration files are a mess, scattered across multiple files, and server_id even shares the same value as GUILD_ID...
(Can be omitted when rewriting app.py in the future.)
exclude_point can be modified to use key names to link, improving readability and recognition.

To-do

• Migrate all configuration to .env @YuevUwU
• Create ConfigSchema @winstonsung
• Create a centralized Config object from .env @winstonsung
• Create a new environmental variable about root/endpoint of store to inferences DISCORD_REDIRECT_URI, GITHUB_REDIRECT_URI, and GITHUB_DISCORD_REDIRECT_URI

Can I use one of JSON/TOML/YAML, and .env is only for Docker configuration?
I think that each configuration should has a category to make it like tree instead of flat .env config.
My original idea is centralized management in ONE FILE to config them more conveniently and comfortably.

If you agree this, please tell me which one you prefer.

• JSON can be used in Python 2.6+
• TOML can be used in Python 3.11+ (tomllib). For the older Python version, it depends on third-party deps like toml
• YAML has no official support temporary, and need third-party deps like PYYAML (>=3.8)
• Python File
• Custom

I would prefer not to use YAML for configuration.

For using JSON/TOML or Python file, I think we need to figure out whether there are dynamic configuration options and the dependencies between these options.

Yeah, I guess we can assume all endpoints are under the same domain by default.

We can bring them back when we really need to customize these configuration options.
