2024 error reports

Now that GitHub Actions have been fixed, there are issues that need to be addressed. See this file.

It seems like a lot of the Surve ID error is coming from duplicated measurements?

I wish the reports had a previous year or survey measurement, so it would be clear how different the measures are.

@ValentineHerr Thank you for working on this! I will plan to take a look at the errors after Wednesday of next week - I have some meetings and field work scheduled Monday - Wednesday.
