total variation clean up #66
Description
the total variation code, currently only in SR4, is a bit of a mess and needs refactoring. It is currently only implemented for a narrow scope with an FEM implementation. It could useful to to allow for surface implementation because it is faster. This could be combined with a conversion to python, but it is still dependent on the CVX library.
