Building Albany Instructions

The Building Albany manually on Linux machine wiki page assumes the user is within the SCOREC environment and has access to modules. I'll edit the title to reflect this.

I started writing a more general process for building Albany on any Linux machine. I'll add that as a page to this wiki.

Edited the original title and added the base for building from scratch with GCC 7.1

Thanks @JustinClough for adding them, I did not have too much exeprience on building TPLs. But I could follow your instruction once it's done on my laptop and see if the instruction works seamlessly.

Please let me know if instructions up on Wiki has been finalized.
