Support for MPI backend

Although Adios2 provides a good amount of flexibility, it can be somewhat flaky for test cases. It would be useful to split out the backend support and support a MPI-only case when all processes/applications can be launched under a single MPI launch call. Long term, semantics of this should also be able to support other backends such as DataSpaces.
