Branch Review: lookup_picklist_scarrien

@tcdahlberg and @Scarrien Creating a discussion group to talk through the 3 pull requests. Thad merged all three pull requests into a Branch so we can appropriately test and merge into master, when that time comes. I'm review now and want to capture some issues/updates in a single location. Please make comments and notes here about any discussions related to this code.

Working on the Multi-Day events #426 and while "Keep Registration Open During Event" is marked True, the instance reflects the formulas appropraitely, showing "Open Registration" marked as True and "Registration Close Time" as 12:30PM, which is the Instance End Date.

When I click on "Register", i get the Event Closed Page.

I should be able to register based on the rules outlined. It is 10:30 CDT while I'm testing.

I'll note that when I extend the date to a new day, registration does reopen.

So Same Day registration seems to have issues in allowing an individual register if within the given time frame.
