[FEATURE] Validation that chosen duplicate matching rule is active

Right now, you can create a custom duplicate rule and forget to activate it and you get no warning anywhere in the process. This will let you select the inactive rule from the picklist but the registration process ignores it because it can't find a matching active rule.

Is there a way to have via code or a flow, check to see if there is an active duplicate rule that matches the picklist value?
