Field appears as required when is not

Describe the bug
Set up an event and set the phone field to Ask with type require. When go through registration process, it displays the "I am willing to receive text messages on my mobile phone about this event" checkbox field with a red asterisk which typically means a required field. It is not actually required which makes sense but the registrant may check it thinking it is even if they don't want to receive text messages.

To Reproduce
Steps to reproduce the behavior:

1. Set up an event and set the phone field to Ask with type require on the event.
2. Go through the registration process
3. See the red asterick next to the I am willing to receive text messages on my mobile phone about this event checkbox field.

Expected behavior
Should be able to control if required or not on the event setup and if set to required, it should force the checking of the box.
