Change of the types of IDs

Due to general problems with the implementation of shared IDs and the way they are constructed, it has been decided on 24 September 2025 that:

• We will change the ID types in SIRI (across all services)
• The change will be synchronised with changes in NeTEx, so IDs in both are the same type
• The change will be for next major version (SIRI v3.0)

I prepared https://github.com/SIRI-CEN/SIRI/tree/3.0 and already included the critical changes (critical in the sense that VDV groups are desperately waiting for a compatibility fix):

• journey
• line
• stop point
• operator
• facility

Hi @TuThoThai and @haeckerbaer we talked about this topic in our SIRI Meeting 2025-11-10, the conclusion was, that we will include the type change in 2.3 if the affected system provider in Germany are fine with it -- @DohmenClaus is about to check with them. Can he point to this issue or is there already a pull request? If there is no pull request yet, can you please create one?

It has been agreeed that all preparation work for this will be on the branch v3.0 mentioned above by @haeckerbaer. So, please consult the work done on the branch and share feedback in this issue. 🙏

@DohmenClaus will consult the system provides before our next meeting (28.1.26) regarding the change from nmtoken to normalizedString for the next release

By email dated Dec 16, 2025, I asked HaCon, Mentz and IVU for comments on whether this change would be ok to them already for the upcomming 2.3. schema release (rather than only in 3.0).
In the meeting today Norbert Betko confirmed for Mentz.
Answer from HaCon and IVU ist still open.
Today I asked them again for an answer until Jan 30. I asked them to comment directly into this issue.
