New Happy Ghast Enchantment

Relating to this discord post a new enchantment is desired by community.

Some key points for lazy people who do not want to click the link

• new enchantment implementation
• three different levels of the new enchantment
• enchantment can be applied to any harness via anvil
• when player is riding a happy ghast with an enchanted harness, the player can "boost" the ghast using a rocket
• referring to the enchantment level the boost is more powerful - or less
• to prevent rocket-spamming a cooldown is needed (e.g. 5 seconds)

Further thoughts:

• boost depends on the rocket you use: tier 1 is less powerful then tier 3
• implementation of enchantment with only one level
• rocket cooldown could depend on rocket-type (e.g. tier 1: 3 seconds, tier 3: 10 seconds)

Other:

• Make sure the cooldown is balanced with the given boost
• where to get the book from? easiest way to get it is through fishing. That may be boring. Maybe there is an other option.
• make sure the enchanted harness drops when a player is interacting with scissors on the ghast (information could be saved via pdc of happy ghast)
