Pain

Implement a feature to automatically delete branches in the Rules (Content) project once a pull request (PR) is merged. Additionally, perform a one-time cleanup of existing branches that are no longer needed, such as those belonging to former team members or used for testing.

Acceptance Criteria

1. Automatically delete branches after a PR is merged in the Rules (Content) project.
2. Identify and delete branches associated with former team members.
3. Identify and delete branches used for testing that are no longer needed.
4. Ensure no active or necessary branches are deleted during the cleanup process.
