Pain

Organize the existing 29 rules in 'Rules to Better IM" into 4 categories: Asking, Answering, Calling, and Settings to improve organization and ease of use.

Acceptance Criteria

1. The IM rules are divided into four separated categories: Asking, Answering, Calling, and Settings.
2. Each rule is correctly categorized under one of the new categories.
