Config directory #56
Description
The handling of config directory concatenation does not handle missing trailing slash in directory. A method to handle this should be created and everywhere the config path is generated should point to this new method.
It would be helpful for this to handle directories that have a slash and those that don't. Also, the user path expansion should happen here to allow users to use the user path character based on OS.
