The appendix cannot be translated

I used the translate_tex command under windows to translate the tex file of the xlstm paper downloaded by arxiv. Only the translation file and output file were specified, and no additional parameters were set. After compiling, I found that the appendix part only translated the directory and title, while the content part was not translated. Is this a default mode or a bug resolution?
