SEB 3.6.1 displays red resume test error when loading SEB config from /Library/Preferences

Description:
SEB successfully loads a SEBClientSettings.seb in my Documents folder without any issues. Once I move that file to /Library/Preferences so it applies to all users on the machine, SEB produces a red lock screen stating I'm attempting to resume a test.

To Reproduce
Steps to reproduce the behavior:

1. clean all SEB cache files, plists, preferences, webkit cache etc.
2. Open SEB and make customizations.
3. Save SEB configuration as SEBClientSettings.seb.
4. Exit SEB
5. clean all SEB cache files, plists, preferences, webkit cache again.
6. Copy new SEBClientSettings.seb file to /Library/Preferences and ensure it is readable by all users.
7. Open SEB using the default application launch (not double clicking an SEB file)

Expected behavior
SEB should open to my desired test URL and configuration

Actual behavior
SEB displays a red screen stating: "Re-Opening Locked Exam". The log window shows:
2026-01-15 16:54:11 Secure session was started
2026-01-15 16:54:11 Secure session was started
2026-01-15 16:54:11 Re-opening an exam which was locked before

That first line is duplicated in the window, I didn't copy it twice.

I was able to repeat my process with SEB 3.5.4 and the settings file successfully loads from /Library/Preferences. No issues on that version.
