Describe the bug
After launching Safe Exam Browser from a specific quiz in Moodle (at NC State University), user receives an error message as follows (the same as reported in #529):
This user is on MacOS Tahoe (the latest version) and gets the same error when using Safe Mode. I'm primarily looking for additional troubleshooting steps we can take on our end to get the user to the right endpoint, or if we can identify what the root cause of the issue is through the logs they received.

It is happening only in the user's machine. They mention enabling "User downloads" when accessing Safe Mode, which we aren't expecting to have an issue, but if you can reproduce the error by doing so then that would be very helpful. They report that they haven't been using any network manipulation or anti-malware tools on their device.
