Enhance the UI of form

I wanted to enhance the UI of the form as it is not looking appealing to the user.

I want to add a border to the form and make the texts bold and appealing.

What problem is this feature trying to solve?
Making the form more attractive to the user.
How do we know when the feature is complete?

i have a small suggestion.

Divide the whole webpage/window into 2 halves.
Place the follwing to left of webpage-

1. Have user photo displayed in a medium frame size.
2. Below their photo,mention out user details such as name, address, their contact number or any of their links(like portfolio--this might enable the platform managers to view the users).
   Place the following to the right of webpage-
3. The contact form with fields, name,email,message,subject with the send button

This is just a small change that i was able to think of regarding the change of UI for the contact form.
