Notifications stack and timeout?

Is there a way to make notifications stack on top of each other (like previous Windows versions) when there are several presented at the same time or in less than the minimum 5 seconds that it takes for them to go away?

Also...   would it be possible to choose a lower dismiss timeout than the current minimum of 5 seconds?
