task(UI): Add UI for if you do not have the funds to pay a request

Issue:
Right now specifically with ETH (with BTC when the pop up opens it will indicate to you that you dont have the funds) if you don't have the funds to complete a request there is nothing that will indicate that to you other than a error in console (see image below for error)

*Note that you should check with @XileHorizon to see if he has a design for this already
