Not able to create a new `ARS` recipient from `BBW`

Description

Not able to create a new ARS recipient from BBW but not observing this issue for other jurisdictions.

Reproduce

1. Go to Pay
2. Select Argentina as jurisdiction
3. Create a New recipient

Expected behavior

New ARS recipient creation should be successful.
