Regions cache may not be filled with all regions

A customer faced an issue with the CLI, the user has been granted access to osc-secnum-fr1 but it is not not appearing in the regions cache.
The fist call to get the regions list is not displaying osc-secnum-fr1 while the second one is working as expected.

Workaround:

mv ~/.cache/scalingo/regions.json ~/.cache/scalingo/regions.json.bak
scalingo logout
scalingo login
scalingo --region osc-secnum-fr1 apps

Customers may also be impacted if they have two accounts, one with osc-secnum-fr1 access and one without.

A fix I can think of is to remove the regions cache file after a logout, or reload it after a login.
