We already have an easy to use MSI installer for SciDAVis on Windows. Why do we need another one?

Scoop is a command-line installer and package manager in Windows (Just like Homebrew in Mac and apt-get in Linux). With it, we can install SciDAVis without point-and-clicking and update it more easily and timely. So I strongly suggest hosting it in ScoopInstaller/Extras.
