Describe the bug 🐞

I'm trying to construct a benchmark that only uses precompiled solvers and avoids any JIT compilation of the solvers using the specialization levels, however I can't seem to do this. I'm not sure if this is bug or something I'm not doing correctly, can you please advise.

Expected behavior

Based on the documentation here and @ChrisRackauckas comment here I would expect that autospecialize would use the precompiled solvers and avoid JIT recompilation of the solvers when they are first used in "solve time 1" and "solve time 3", resulting in solve time 1 & 3 to be similar to solve time 2 & 4. Due to the uncertainty of the "auto" nature of this specialization, I have also tried SciMLBase.NoSpecialize, which only gives increased JIT compilation time (again contrary to the documentation which indicates that NoSpecialize should give the best compile time performance):
