Remove V100 CUDA compatibility workarounds

demeter4's driver has been downgraded to CUDA 12.9, so the
LocalPreferences.toml pinning CUDA runtime to 12.6 and the
CUDA_Driver_jll/CUDA_Runtime_jll dependency additions are no
longer needed.
