This pull request sets the compat entry for the OptimizationBase package to 2 for package OptimizationFrameworks.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.
Note: Consider registering a new release of your package immediately after merging this PR, as downstream packages may depend on this for tests to pass.

- Add OptimizationBase = "5" to [compat] in Project.toml (addresses PRs SciML#1268, SciML#1411)
- Fix MTK array variable bounds in clnlbeam.jmd: use setbounds on individual
  collected variables instead of array metadata syntax which is broken in
  ModelingToolkitBase with MTK 11.17.0
- Regenerate Manifest.toml for Julia 1.10.11

Verified locally that all solvers pass on both benchmarks:
- CLNLBEAM: ForwardDiff, ReverseDiff, MTK (both), JuMP all pass
- OPF: Optimization.jl, JuMP, NLPModels, MTK all pass
- PowerModels uses registered v0.21.5 (no branch dependency needed)
- Nonconvex remains disabled (incompatible with Symbolics v7)
- Enzyme compilation hangs on constrained problems (upstream issue)

Superseded by #1531 — OptimizationBase is now at v5, so the compat entry has been set to "5" rather than adding v2.
