Migrate web filesystem wrapper #12008
Description
Migrate libparsec/crates/platform_device_loader/src/web/wrapper.rs without using error_set as error framework.
We'll use a meta error (like reqwest::Error) for the low-level stuff.
Be cautious about the rework of the error variants for the web part
