[Bug]: Invalid URL error when installing extras/keepass

Prerequisites

• I have written a descriptive issue title.
• I have searched all issues/PRs to ensure it has not already been reported or fixed.
• I have verified that I am using the latest version of Scoop and corresponding bucket.

Expected/Current Behaviour

After running scoop update scoop to ensure buckets are up to date, I ran scoop install extras/keepass

I got the following error:
Installing 'keepass' (2.57.1) [64bit] from 'extras' bucket
The handshake failed due to an unexpected packet format.
URL https://downloads.sourceforge.net/project/keepass/KeePass%202.x/2.57.1/KeePass-2.57.1-Setup.exe is not valid

I expected the url to be valid, and the file to download/install.

Steps to Reproduce

run `scoop update scoop` 
run `scoop install extras/keepass`

Possible Solution

When I tried to open the download link in my browser, I got an SSL failure due to record length. Not sure if the recent switch to the .exe file might be causing this?

I could not reproduce it. Maybe it was a temporary issue?
