Be more explicit/transparent about the gcc package

On Windows, the gcc toolchain is distributed by third parties.
The Scoop community has decided to use the Nuwen MinGW Distribution as the gcc package.

I'm sure it's a good choice, but I was wondering if the rationale for this decision is documented somewhere.
(btw, why is this distribution stuck to 13 and not 14 ?)

Also, I think it would be valuable to be explicit about this decision: scoop info gcc won't tell you about it.
