[Feature]: Update extraction tools ahead of installs/updates

Is your feature request related to a problem? Please describe.

Most Inno Setup extraction errors can usually be resolved by simply updating extraction dependencies before installing/updating a package.

Describe the solution you'd like

Automatically update installation helpers (extraction tools) ahead of installs/updates.

If the extraction tool hasn't yet released a version capable of handling the package, prompt users to "wait for an upstream update" (e.g., innounp).

just ran into this issue that the old innounp couldn't update freedownloadmanager, needed a bit of troubleshooting to find that this is the cause. An up-to-date innounp should be considered a dependency for updating apps which need it.

This feature has been implemented in #6572 and is awaiting review and release. As a temporary workaround, we introduced an automated comment feature that triggers on issues with titles such as "app@version: decompress error" and provides possible solutions.
