SO is no longer displaying data

We are currently running SO version 2.3.300 and for some reason it no longer presents any alerts. Nor can searches be performed. I'm attaching a file with pertinent information. Any help and/or insights is appreciated.

Support for 2.3 ended over a year ago, recommend you upgrade to 2.4.
