Backend for Security Onion Suri rule management (supress, limit, etc)?

Just wondering what is the backend that Security Onion uses for suricata rule management, and if there's a package/container just for it (if it's open source)? I just want to run suri, evebox and rule management on my homelab. I tried to get Scirius working but for whatever reason or my homelab networking quirks just can't get Scirius to integrate with Suri properly.

On the back end, Security Onion is using idstools to handle the tuning modifications to rules.
