SO 2.3.40: Proxy Configuration during Installation (failed check)

Hi,

I've installed SO 2.3.40 today and provided the new proxy configuration sections (#529) during installation. Unfortunately the configuration doesn't seem to be applied - at least I haven't found any sign of the configured values (yum.conf, environment, ...).

Configuration:

• ISO boot
• standalone system

The configuration options are empty: /opt/so/saltstack/local/pillar/minions/$HOST_standalone.sls:

[...]
manager:
  proxy: ''
  no_proxy: ''
[...]

... and just thinking about it, I misread the "skip" thing during configuration: The proxy config check during installation failed because I must add a trusted root cert to the local CA because of SSL interception in the proxy. So my thought was that "skip" meant "skip the test" not "skip the proxy configuration". OK. My bad.

So it would be nice to have a third option for proxy check during installation: "proxy check fails, but keep the config, I'll fix later".
