upgrade from 2.3.21 to .50 fails on Salt versionlock

I've tried to upgrade a couple of times in the last couple of weeks.
At one point I removed the versionlocks but I removed them all and that broke docker.

I found this; #3501 but am not clear on what the fix is.

Are there any suggestions for what I can do to successfully upgrade the install?

I found this and was able to upgrade based on the solution of editing to 3003.
