FEATURE: allow non-airgap soup to use ISO for all large files

Previously for non-airgap installs if -f was passed to soup we would only use the ISO for the most time consuming portion of soup - downloading new docker containers.

Now when -f is passed we treat soup as if it were running in airgap mode for much more of the soup process
