Flag when Budget Amount is greater than Pre-Approved Amount #3604
Description
If a Pre-Approved amount exists, add a Warning icon to the Amount cell if it is greater than the Pre-Approved amount.
If Pre-Approved is null, then do not do the calculation.
Warning should include a hover state with tool-tip text explaining that this is more than the pre-approved amount and will need to be covered by Project budgets.
